
The military prosecution on Tuesday will present a plea bargain reached with terrorist Isar Ma'aruf to the Ofer military court.
Ma'aruf was arrested on August 26, 2019, three days after the terror attack in which 17-year-old Rina Shnerb was murdered.
The corrected indictment charges Ma'aruf with the crime of not preventing a crime, since in July 2019, he heard Kassem Shibli speak of his intention to carry out a terror attack, and that the Dolev Spring is an extremely suitable place to carry out such an attack.
During that exchange Shibli said that he "intends to do something greater than Assam Barghouti [did]" and that it would be "in memory of Abu Ali Mustafa," who was Secretary General of the Popular Front for the Liberation of Palestine (PFLP) terror organization.
According to the indictment, Ma'aruf knew that Shibli had previously served a prison sentence for involvement with explosives, and that Shibli knew how to manufacture explosives.
Under the plea bargain, Ma'aruf will admit to for what the corrected indictment charges him with, while the prosecution requests that he sit in prison for just 16 months, imprisonment on condition, and pay a fine of 6,000 NIS ($1.742).
Information regarding the existence of the indictment, as well as two additional indictments for other terrorists involved. among other things, in the crime of not preventing the attack, was only given to the Shnerb family in the past few days.
Shibli is one of five terrorists indicted for involvement in Rina Shnerb's murder and in the injury of her father and brother. The others are Razak Fraj, Walid Khanatsha, Samar Arbid, and Yazan Majamas.
The Shnerb family has noted that the fine Ma'aruf would be asked to pay is small and insignificant compared to the compensation the terrorist receives from the Palestinian Authority during his time under arrest and in prison. So far, the Palestinian Authority has paid Ma'aruf a total of 15,400 NIS ($4,473) for his part in the murder of their daughter.
Until Ma'aruf is released, he is expected to receive another 8,400 ($2,437) for his part in the attack, and upon his release he will receive another $1,500 USD. These sums, in total, equal approximately 28,984 NIS ($8,413) - all of which is paid by the Palestinian Authority to Ma'aruf in recognition of his decision not to prevent the attack and Rina Shnerb's murder.
