The Biden administration has for the second time delayed releasing new federal guidelines that would add the International Holocaust Remembrance Alliance (IHRA) definition of antisemitism to civil rights investigations.
The regulatory change was initially put forward by President Donald Trump and has been lauded by lawmakers as a tool that would be beneficial to combat discrimination against Jewish students.
The Trump White House proposed the new regulations in 2019 as a way to protect pro-Israel students from harassment and discrimination on university campuses. But according to the Office of Information and Regulatory Affairs, the implementation of the guidelines will be delayed for the second time until after December 23, 2023, according to the Algemeiner.
The regulations were supposed to have been implemented by the Department of Education in September 2020. But once in office the Biden administration delayed applying the IHRA definition to civil rights investigations until January 2021.
In February 2022, 39 Congressional lawmakers called on the Department of Education to implement the rule change.
