During the first half of 2026, security forces evacuated 151 illegal outposts established by Jews in Judea and Samaria, according to IDF data.
Galai Tzahal (IDF Radio) reported that this represents a record number compared with recent years, averaging nearly one evacuation every day.
Security officials note that in many cases, these are the same outposts that were rebuilt after having been evacuated, requiring the IDF and Border Police to repeatedly carry out enforcement operations while investing significant manpower and resources.
At the same time, the IDF and the State Attorney’s Office are advancing an initiative intended to deter those who establish outposts by imposing a financial cost on them. As part of the initiative, civil lawsuits are being filed against the owners of the outposts, demanding that they bear the costs of the evacuations, including the operation of bulldozers, trucks, manpower, and other operational expenses.
Each lawsuit could amount to tens of thousands of shekels or even more than NIS 100,000, with the aim of shifting the financial burden from the defense establishment to those who establish the outposts themselves.
So far, only two civil lawsuits have been filed. However, the State Attorney’s Office is currently preparing 15 additional lawsuits, which are expected to be filed in the near future.
Senior officials in the IDF and the State Attorney’s Office believe that the use of civil litigation could become a significant deterrent by imposing financial consequences on those who rebuild illegal outposts after they have been evacuated.
