Palestinian Authority (PA) chairman Mahmoud Abbas has issued a decree ordering the preparation of a temporary constitution to be used during the transitional phase ahead of the establishment of a Palestinian state.

According to the official PA news agency Wafa, the move is part of preparations for holding general elections after the end of the war, the withdrawal of IDF forces from the Gaza Strip, the assumption of PA control over the Strip, and the planned convening of an international peace conference in September aimed at implementing the two-state solution.

The decree stipulates that a special committee will serve as the legal authority for drafting the temporary constitution. The document will be based on the Palestinian Arab “Declaration of Independence”, international law, UN resolutions, human rights conventions, and other relevant international agreements.

The constitution will also emphasize the rule of law, separation of powers, respect for fundamental rights and freedoms, and the peaceful transfer of power.
