The Attorney General, Gali Baharav-Miara, today filed the state’s response to a petition concerning budgets for Haredi educational institutions with the Supreme Court. She clarified that the state will not continue transferring funds to these institutions without strict enforcement of the curricula and meeting core targets.
As part of the state’s position, it was stated that "Ministry of Education data indicate significant gaps in the networks’ institutions meeting their obligation to teach the full core curriculum, as well as failures in the ability to monitor compliance with these obligations and enforce them".
Based on these findings, the state has ruled that continued budgeting for the institutions under the “all children in Israel" principle will no longer be granted automatically. From now on, continued funding under this principle will be contingent on the network’s institutions meeting their core obligations.
These new and more stringent requirements, which will take effect already in the current school year, include full core studies as set in the official education core curriculum, employing teaching staff with appropriate training, full participation in measurement and evaluation frameworks, full cooperation with monitoring and enforcement mechanisms, and strict compliance with all required reporting obligations.
MK Moshe Gafni criticized the Attorney General's ruling, saying: "If she decides what haredi students should study, I demand that all Israeli children study the 613 commandments; otherwise, they should not receive funding."
