An investigation into the incident that took place near Havat Gilad last month determined it was a traffic accident and not a nationalistic attack, reported Kann.
An indictment was filed against the Arab driver. He is charged with causing death by negligence and fleeing the scene.
The incident killed Chava Rozen, 42, a resident of Immanuel in Samaria. The driver fled the scene, surrendered himself to PA security forces and was then transferred to the Israeli defense establishment.
