The "Otef Yerushalayim" (lit. - Enveloping Jerusalem) forum blamed Israeli Defense Minister Avigdor Liberman (Yisrael Beytenu) for not dealing with illegal Arab building in the areas surrounding Jerusalem

The forum announced a campaign against Liberman on Monday morning. In their campaign, civilians can send an email to relevant parties in the Defense Ministry, sign up for real-time updates, and receive news about Ministry policies and policy makers.

A stopwatch will be added to the site, which will count how long it takes Liberman until he removes the outposts and moves their residents to permanent and permitted housing. The stopwatch will be started during a ceremony held outside Liberman's home in the Judean community of Nokdim.

Liberman is expected to destroy illegal Bedouin outposts in the area and move their residents to other parts of Israel and will be considered directly responsible for fulfilling that mandate.

In 2016, for the first time since Arabs began building illegal outposts off Highway 1 between Jerusalem and the Dead Sea, there was a change and the amount of construction in the area did not rise, while there was a small reduction in the number of existing dwellings.

Otef Yerushalayim expects Liberman to work immediately in order to remove the illegal homes to nearby Abu Dis and Jericho where Israel has built permanent housing for their occupants.

"The State of Israel is suffering an attack of illegal buildings being constructed on Highway 1," an Otef Yerushalayim spokesman said. "These buildings are a security and environmental risk."

"The clock is ticking. The more time passes before the Defense Minister orders these buildings destroyed, the more the Defense Minister becomes a partner in a Palestinian state.

"We demand that the Defense Minister immediately remove these terror outposts and return the area to Israeli authority.

"We demand that a permanent solution be found for the Palestinian-Bedouin population, and that they move to the areas designated for them."

The Oslo Accords created three areas in Judea and Samaria. Jews are only allowed to live in Area C whichis under Israeli rule. Israeli law prohibits traveling to Areas A and B. Area A is under full Palestinian Authority control. Area B is under PA control excepr for security.
