The European Union called a proposed law that would give terrorists the death penalty "inhuman" in a statement on Wednesday. "The death penalty is incompatible with human dignity," said the EU. "It constitutes inhuman and degrading treatment, does not have any proven deterrent effect and allows judicial errors to become irreversible and fatal."
