Tarawi was the head of security under Yasser Arafat and was wanted by Israel for involvement in terror. He has been confined to Ramallah until now. Israeli officials say he recently visited relatives in Jericho and is free to travel throughout Israel without fear of being arrested.



He heads the Palestinian Authority (PA) unit to combat terror and is expected to work out of Gaza, where terrorists have created a rival authority to the PA.



The IDF also announced Monday afternoon that terrorists have intensified efforts to attack and that it has prevented a massive bombing in Gush Katif and kidnapping of soldiers.



Security officials stated that 21 Israelis have been killed and 239 injured during the past seven months which followed the "calm" announced by terrorists at the Sharm el-Sheikh summit in February.



Islamic Jihad terrorists were arrested just before they finished completing a tunnel from the city of Khan Yunis in Gaza to the nearby Jewish community of N'vei Dekalim, where they planned a massive bombing.



Combined efforts by Border Police, intelligence personnel, police and the army resulted in the arrest of three Tanzim terrorists near Shechem. They planned several attacks in the center of Israel.



Bearing out fears that the PA has allowed terrorists to import mortar shell and rocket production from Gaza to Judea and Samaria, officials said they arrested two Jenin terrorists who were already manufacturing the weapons. One of the terrorists also planned to kidnap IDF soldiers and civilians in the Gush Etzion area south of Jerusalem.



Another gang from Ramallah was caught while planning shooting attacks on the road to Modi'in, between Tel Aviv and Jerusalem. The terrorists also plotted an attack on the Jewish group Revava which attempted to visit the Temple Mount.



Intelligence officials also revealed that the PA security official in Bethlehem was part of a terrorist cell that planned shooting attacks where the security fence is being built.
