The Kinneret last year would have flooded the city of Tiberias if water authorities had not pumped water to cities that usually rely on underground waters springs and wells.
The underground resources are severely lacking water despite the Kinneret's high level, and authorities are trying to change the balance, even if the Kinneret does not reach last year's levels.
