O.C. Central Command Maj.-Gen. Yitzchak Eitan ordered the halt of all public construction in Judea, Samaria and Gaza. In light of continued mortar fire on civilian targets, new building standards are being instituted immediately which require construction of roofs able to withstand mortar shells. The new measures will significantly increase building costs.
