Two new settlements are slated to be established - one in the northern Negev and another in the Halutza sands, southeast of the Gaza Strip. The Jewish Agency plans to invest 150 million shekels in the Galilee and Negev kibbutzim, moshavim, and communal towns by the year 2004. In addition to the two new towns - Be\'er Malka in Halutza, and Tzukim in the Aravah - existing towns will be expanded, and higher-education institutions will be developed. Scholarships will be granted to deserving students.
