IDF Chief of Staff Lt.-Gen. Moshe Yaalon told the Cabinet today that the 13-year-old Arab girl shot dead by soldiers in the Rafiah area last week was a decoy sent by terrorists. The girl was fired upon after she walked more than 100 meters in area that the army has closed to Arabs. As she approached an IDF position, she threw her bag towards the soldiers - a move designed to arouse suspicion, as terrorists routinely use children and juveniles to perpetrate attacks. Yaalon said that the girl was sent to lure the soldiers into the line of sniper fire.
