Legislation encouraging Arab emigration from Israel to Arab countries has been submitted for Knesset consideration. The proposal, submitted by MK Michael Kleiner (Herut), stipulates that citizens interested in emigrating would be entitled to a monetary \"emigration basket\" (parallel to the \"absorption basket\" granted to new immigrants). By accepting the basket, the citizens would cede their Israeli citizenship - though they may change their minds within 30 days if they have not yet left for an enemy country. Knesset Speaker Avraham Burg said that he will not allow the proposal to be discussed, as it is \"racist;\" however, if Burg has his way, he will be elected Labor Party chairman in less than six weeks, at which time he will most likely step down as Knesset Speaker.
