Tali Fahima, the Jewish girlfriend of Arab terrorist Zakari Zubeidi, was placed under administrative detention Sunday morning. Zubeidi is the head of the Al Aqsa Brigades in Jenin. Defense Minister Sha'ul Mofaz and Central Command Gen. Ya'ir Naveh signed the orders mandating placing her in custody for four months.



Fahima was arrested four weeks ago on suspicion of planning terrorist attacks against Jewish targets and aiding the arch-terrorist Zubeidi from Jenin. One of the attacks mentioned in this connection was the recent one at the northern Jerusalem intersection in which two Arabs were killed and three Border Guard policemen were seriously wounded. Her remand has been repeatedly extended since then, each time for a few days.



Fahima's attorney Smadar Ben-Natan, who is preparing a Supreme Court appeal against the decision, said that it is proof that the authorities have no evidence against her client.



The administrative detention law, based on the British Mandatory Emergency Regulations, empowers the Defense Minister to incarcerate a person for up to six months without trial, charges, or due process of law. It has traditionally been used as a "last resort" against Arab terrorists considered a threat to public security. However, following the assassination of Yitzchak Rabin in Nov. 1995, three Jews were imprisoned without being told why: Shmuel Citryn for two months, Rabbi Aryeh Friedman for three months, and Rabbi Yitzchak Ginzburgh for three weeks.



Left-wing MK Zahava Gal'on (Meretz-Yachad), who had sharp words against the defense establishment when Noam Federman of Hevron was held for nine months under administrative detention - he is now under house arrest - is similarly unhappy with the decision to detain Fahima. "This is not in keeping with civil rights in a democratic society," Gal'on said. "If the GSS has information on her, she should be tried; if not, she must be released. The ease with which these administrative orders are issued shows a hysteria that will not attain its objectives."



Likud MK Ehud Yatom said today that the use of such orders is the GSS' last means to prevent additional bloodshed. He explained that there are those who "take advantage of our democracy to perpetrate terror attacks against innocent persons."



Fahima was first arrested last May for aiding the enemy in a time of war, possession of firearms, and contact with a terrorist organization - but was later acquitted of these charges.



Baruch Marzel of Hevron said that Federman's love of Israel and Fahima's cooperation with terrorists who murder Jews "can obviously not be compared," but noted that most of the left-wing that is up in arms at Fahima's detention was silent when the same thing happened to Federman.
