Arab terrorists fired mortar shells at N'vei Dekalim on Sunday, causing no casualties. In the Shomron, Arabs attacked an Israeli bus this afternoon; no one was hurt. The attack took place near the community of Mevo Dotan, which is on the "wrong" side of the anti-terrorist fence. Moti Amir, the town's security officer, said that in light of the country's concern with the anti-terror fence, "we feel that we have been abandoned, as do all the Jews who are on the 'wrong' side." He noted that though some families have left Mevo Dotan in the past months - "four of our number have been killed in Arab terror attacks" - additional families have moved in to strengthen the town.

The Zionist Organization of America noted that reports of "relative quiet" on Israel's terrorism front over the past six months are inaccurate. The organization stated that during the six months preceding last week's Be'er Sheva attack in which 16 Israeli bus passengers were murdered, Arab terrorists perpetrated at least 420 attacks or attempted attacks, in which 36 people were killed. "The casualty figures for the past six months were lower than those for some periods last year," ZOA President Klein said, "only because of anti-terrorist measures taken by the Israeli authorities, not because the Palestinian Arabs have stopped trying to murder Israelis."

"The relative quiet of recent months was not the result of a choice by Arab terrorist organizations to halt attacks against Israeli civilians," stated a Foreign Ministry release following the Be'er Sheva attack. "On the contrary - the Israeli security forces have received daily warnings regarding the intentions of terrorists to carry out attacks. The relative quiet of the past six months is a result of the preventive operations and interceptions of the Israeli security forces and the presence of the anti-terrorist fence. These two elements combined have prevented Arab organizations from carrying out atrocities."
