The Association for Civil Rights in Israel has called upon Minister of Public Security Uzi Landau to review the policy requiring prisoners to be transported to court in handcuffs and leg irons. The association cites the recent case of Margalit Har-Shefi, the young woman serving a nine-month jail term for \"not preventing\" the assassination of Yitzchak Rabin. ACRI attorneys argue that it was not necessary to place Har-Shefi in chains when she was transported to a recent hearing since she is not a hardcore criminal. Her request for parole was recently turned down on the grounds that she had not \"internalized\" her punishment.
