It is now suspected that Palestinian terrorists in prison use their lawyers - many of whom don't even represent the terrorists - as conduits to pass messages to other terrorists elements outside the prison.



A report presented to Public Security Minister Tzachi HaNegbi shows that Arab lawyers with Israel identity cards initiated meetings with incarcerated terrorists, in order to receive and transmit the messages. The report was compiled by the Shabak (General Security Service).



The information shows that the terrorists tend to switch lawyers every few days in order to speak with as many people as possible. The most blatant example is Fatah leader Marwan Barghouti, who has been imprisoned since April 2002 and is on trial for masterminding dozens of terrorist attacks, involving the murder of at least 14 Israelis. Barghouti has met with close to 20 different lawyers on almost 70 different occasions, and is in fact suspected of continuing to supervise Fatah terror activities from his prison cell.
