Preparations have been completed to permit Jewish worshipers to spend the two-day Rosh Hashanah holiday in the Rachel's Tomb complex in Bethlehem. A nearby building is already serving as a yeshiva, although students are still not permitted to sleep there, pending completion of security arrangements.
