Foreign Minister Shimon Peres told Burnes that Arafat must do all he can to prevent all terrorism and arrest those responsible. \"An opportunity has arisen to thicken the thin layer of the ceasefire, and to pave over it a stable road that will lead the way to peace,\" Peres said. Burnes said that the coming week is a critical one. Peres added that the Palestinians will never have a state if they have four separate armed forces.
