It's unbelievable that in the Jewish state, synagogues can't be built in permanent communities."



He was referring to the hold-up of at least five caravan-synagogues that have been ordered for several different communities - yet the army is not permitting their entry into Yesha. Neighborhoods in Eli, Tel Tzion, N'vei Tzuf, and Beit El have been waiting for the new synagogues for about two months.



Furthermore, reports Ariel Kahane, "the summer is traditionally a time when new families move in, and in fact many are waiting to do so, but the total freeze on new caravans is holding up this wave of population growth."





Yesha officials, who say that this total freeze is worse than the situation even under Yitzchak Rabin, are now trying to figure out how to meet this new challenge. They say that Brig.-Gen. Ilan Paz, head of the Civil Administration in Yesha, is one of those mainly responsible for renewing and implementing the policy: "He is the one who gave the orders not to allow any caravans to be taken from place to place, and he even recently signed an order saying that some caravans in a school in Talmon should be taken down."
