France, Britain, Germany, and the United States submitted a draft resolution Tuesday to the International Atomic Energy Agency’s (IAEA) Board of Governors, demanding Iran provide immediate access and answers regarding its bombed nuclear sites and enriched uranium stockpile, Reuters reported.

The resolution, expected to pass as early as Wednesday, follows a scathing IAEA report circulated last week. The report revealed that Tehran has yet to allow inspectors into the nuclear sites targeted by Israeli and American strikes in June, and has failed to account for uranium enriched to 60% - a level approaching weapons-grade.

“Iran must ... provide the Agency without delay with precise information on nuclear material accountancy and safeguarded nuclear facilities in Iran, and grant the Agency all access it requires to verify this information,” the draft states, according to Reuters.

While the resolution stops short of declaring Iran in breach of its obligations - as a June resolution did prior to the Israeli attack - Iran has issued a warning.

“Should this draft resolution be adopted, it will unavoidably and adversely affect the positive course of cooperation between Iran and the IAEA,” Iran’s mission to the IAEA posted on X, calling the move a “major mistake.”

An agreement announced in September between Iran and the IAEA, intended to resume inspections and uranium accounting, has since been declared void by Tehran.

Western diplomats described the resolution as technical, aimed at guiding the IAEA’s reporting after the expiration of its 10-year mandate stemming from the 2015 nuclear deal. However, the draft also calls for Iran to implement the Additional Protocol - signed in 2003 but never ratified - which would grant the IAEA expanded powers, including snap inspections at undeclared sites.

The Additional Protocol was a key element of the 2015 agreement that lifted sanctions in exchange for nuclear restrictions.

The draft resolution urges Iran to “act strictly in accordance with the provisions of the Additional Protocol … and to fully implement this measure without delay.” It also requests the IAEA to provide further details on the location of Iran’s uranium stockpile and its centrifuge inventory.
