The Prime Minister did not announce, during his televised speech last night, his intention to implement a one-sided ceasefire. One explanation for this purposeful omission was that such an announcement might be seen as an Israeli admission that Israel was responsible for the violence. His announcement did include a call for
1. an immediate cessation of violence, to be followed by
2. a significant cooling-off period (aides said afterwards that it would
be eight weeks
3. the implementation of confidence-building measures (such as a freeze
in Yesha construction and and the arrest of terrorists by the PA), and
4. the resumption of political negotiations.
Defense Minister Binyamin Ben-Eliezer has issued a \"stop fire\" order, canceled all initiated army actions, and given the order to open fire only in life-threatening situations.
