The security-diplomatic cabinet approved a plan to safeguard public electronic databases. The ministers approved a plan formulated by the National Security Council mandating a special steering committee to oversee these efforts. The steering committee, with representatives from all relevant agencies, will annually review threats to government computers, and is to authorize a "threat scenario" as the basis for a security plan. The General Security Service's Authority for Protection of Data will have a separate budget and manpower roster, and will be responsible for providing professional guidance to all the ministries and state agencies.
