The IDF retreated from most of Hevron three weeks ago, and as Jewish residents of the city predicted, terrorism has only increased. In the latest incident, two patrol soldiers were shot and wounded on the road to Kiryat Arba last night, and their condition is listed as "mild." The shots were fired from the Abu Sneineh hills. A Hevron spokesman said that there have been ten other attacks in the past three weeks, including shootings from the Haret A-Sheikh hills, shootings from elsewhere, two attempted stabbings, and two bombs. In one attack, Rabbi Yisrael Shlissel - son-in-law of Rabbi Shlomo Ra'anan, who was murdered by terrorists in his home in 1998 - was the target of dozens of bullets as he was driving at the western entrance to the city, yet was miraculously only scratched by shrapnel.

"There can be no doubt," writes the Jewish Community Council of Hevron to the IDF and government ministers, "that the 'Palestinians' have violated the conditions demanded of them upon the Israeli retreat from 80% of the city: to ensure continued quiet in the city, and prevention of all terror attacks. For these reasons, we demand that the IDF be returned to all of Hevron immediately, prior to another tragedy!"
