Regardless of who is elected President of the United States, Prime Minister Ariel Sharon will persist in his plan to uproot all 8,000 Jews from Gaza - preliminary to uprooting countless thousands more from Judea and Samaria.
If this illegal, as well as immoral, plan is implemented, it will demoralize the people of Israel, incite Israel's enemies, and lead to Israel's ultimate demise. This is the inevitable consequence of betraying the only Land in the world that all countries refer to as the "Holy Land."
Shall we simply blame Israel's foolish, feckless and faithless prime minister for the catastrophe awaiting this country? No! If Israel had a constitution with institutional checks and balances, the prime minister - and this applies to more than one of his predecessors - could not act as he now does without being impeached. Consider the grotesque character of Israel's government:
The Executive:
1) Multi-party cabinet government is inherently divisive and incapable of pursuing a coherent and resolute national strategy.
2) Prime ministers are thus prompted to circumvent the cabinet on controversial issues - in violation of Basic Law: The Government.
Solution: Israel needs a presidential system of government to promote national unity, direction, and political accountability.
The Legislature:
1) Knesset Members (MKs) are subservient to their party bosses in the cabinet.
2) The Knesset, being impotent, cannot check and balance the government.
Solution: MKs must be individually elected by and accountable to the voters in constituency elections.
The Judiciary:
1) The Supreme Court is a self-perpetuating, left-wing oligarchy that has become a super-legislature.
2) The Supreme Court subordinates Jewish values to democratic values.
Solution: Have judges nominated by the president (advised by a council learned in Jewish and secular law) and confirmed by the Knesset.
The Bottom Line
The above reforms, which are essential for Israel's survival, will not originate within Israel's existing political system (that's like asking chickens to vote for Colonel Sanders). No group outside the political system has the wherewithal to initiate a mass movement for such reforms.
The Consequences
1) Prime Minister Sharon will continue to behave like an autocrat.
2) The Knesset will remain impotent.
3) The Supreme Court, dominated by left-wing secularists, will not curb Sharon's anti-Jewish policy.
4) Jews will be uprooted from their homes.
5) Many uprooted Jews, especially those who can return to the United States, will leave Israel.
6) Fewer Jews will make aliyah.
7) Israel's diminishing Jewish majority will drop even faster.
8) The percentage of Arabs in the Knesset will increase.
9) Israel's government will become non-viable.
10) The demise of the Jewish state would then be inevitable.
To prevent this disaster, we must act simultaneously on two fronts. We must go up and down the Land of Israel and warn Jews of the perfidious nature and disastrous consequences of the Sharon expulsion plan. At the same time, we must establish a unique organization outside Israel to initiate fundamental constitutional change inside Israel.
1) The organization outside Israel will be called "Israel's Future Government-USA" (IFG-USA).
2) The organization inside Israel will be called the "Jewish National Movement" (JNM).
3) IFG-USA will provide the impetus for JNM and the financial support for establishing JNM branches throughout Israel. These branches will become the infrastructure of a revolutionary party whose goal is to establish a Constitution in Israel based on Jewish principles and values.
4) The Constitution and program of this party will shift political power from political parties to the people, such that Jewish beliefs and values will have far greater impact on lawmaking, on policymaking, and on judicial decision-making.
5) Israel will no longer be governed by what Knesset Speaker Reuven Rivlin calls a "gang of law," a gang headed today by Supreme Court President Aharon Barak and Prime Minister Ariel Sharon.
6) Unless the system is changed from top-to-bottom, there will be another Barak and another Sharon to hasten Israel's oblivion.
