There is every appearance that the blessing Yossi Beilin received from the French Foreign Minister Dominique de Villepin was rigged months to years ago. We are now being told that ?The Geneva Plan?, like Oslo, is being brought to life like a Frankenstein monster by Yossi Beilin, Avraham Burg and Yasser Abed Rabbo - none of whom have legal standing to manipulate Israel?s future sovereignty - telling us their plan is ?merely complementary? to the moribund Bush Road Map. How reassuring, given the experience of Oslo and the pro-Palestinian reputation of its sponsors.
Yossi Beilin has been receiving funds for his Institute from the EU for quite some time - as has Shimon Peres for his own Institute. Both have behaved as if they are legitimate officials of the Israeli government, and the EU has accorded them the status of accredited diplomats. Does that mean the Europeans are supporting a Leftist ?government-in-exile? inside of Israel? Usually, that would be called ?sedition? or, in the case of war, ?treason?, by the members of such ?government-in-exile?.
Why do they expect the Israeli people to be so naive or even stupid not to see through such a transparent scheme? Most Israelis reluctantly bought the Oslo scheme foisted on them in 1993 - even though it was negotiated secretly and illegally without any input from the Knesset, the people, the military or the security establishment. 1. President Bush introduces the Road Map without a great deal of input from the EU - which irritates them considerably.
2. The Road Map breaks down because the Arab Muslim Palestinians cannot stop themselves from killing Israelis.
3. Bush has regrets and would probably like to get off of his own petard, on which he has hoisted himself, before the 2004 American presidential elections.
4. The EU/UN/US State Department allows Beilin and company to cook up and synchronize another Osloidian plan, designed to look a like a ?private initiative?.
5. The Plan is drafted, in coordination with the Swiss, French and other EU players.
6. Beilin then goes to French Foreign Minister de Villepin and receives his blessing for the plan, which was ?pre-blessed? months to years ago.
7. De Villepin goes to the Swiss Foreign Minister Micheline Calmy-Rey, who is standing ready to stamp the plan with Switzerland?s approval. The Swiss also being one of its pre-drafters and funders.
8. She will bring it to British Foreign Minister Jack Straw in London, who will bring it with elaborate ceremony to the UN?s Secretary-General Kofi Annan in New York, who himself is knowledgeable of the conspiracy. (Keep in mind that anything Jack Straw knows, so does Tony Blair, which, of course, means that President Bush was also pre-informed.)
9. Annan will also stamp it ?approved?; and so, another Osloid plan will be launched.
This time, however, with the Bush/Powell quiet approval, the moribund Road Map will be blended into the Beilin/Burg/Rabbo ?Geneva Initiative? and thus becomes a program ministered by the EU and UN, while theoretically off the plate of President Bush.

Its success also depends on whether Ariel Sharon?s bluster against this ?private initiative? is sincere, or merely political play-acting for the sake of something he really wants to succeed, so that he can claim he was forced by powers greater then himself.
