A Jordan Times editorial calls on the Arab world to adopt a unified Arab stand on the Iraq-Kuwait conflict, which the article calls ?one of the worst conflicts [the Arab world] has witnessed in its modern history.? The upcoming Arab League Summit this month is seen by the author of the Times editorial as another opportunity for the Arab world to ?put an end to this bleak chapter?? This, despite the author?s recognition that the last Arab Summit, in Amman, ?offered a valuable opportunity for initiating an Arab-sponsored process of reconciliation between Iraq and Kuwait,? but ?the opportunity was missed.? No resolution to the conflict was reached since 1991, reports the editorial, ?[d]espite the endless hours that were dedicated to the Iraqi-Kuwaiti case??



Despite past failures, the Jordan Times editorial claims, ?A new opportunity is on the horizon.? The ?new opportunity? is simply the ?unanimous? opposition in the Arab world to an American assault on the Iraqi regime, the author writes. Such Arab unity against an US initiated attack on Iraq ?can develop into a solid and comprehensive plan of action that aims at opening a new chapter in Iraq's relations with? the rest of the world.? Were the Arab world able to rally around Iraq, the author writes, it would ?shelter Baghdad against a possible US attack.?



However, the unified Arab position against an attack on Iraq is not unconditional, apparently. The Jordan Times editorial suggests that the fraternal Arab states will best be able to ?shelter Baghdad? only if Saddam Hussein ?can present the summit with a proposal that addresses all unresolved issues pertaining to its invasion of Kuwait.? Only ?[s]uch an Iraqi offer will enable the Arabs to adopt a formal stand on Iraq,? the article declares.
