(Updated Wednesday 11:30 AM) The Madrid “Quartet” representing the United States, European Union, Russia, and the United Nations agreed on a proposal that would result in the establishment of a Palestinian State by the year 2005. The group met in New York yesterday to outline their vision of “an end to the conflict.”
Under the proposal, the Palestinians would immediately cease their campaign of terror and incitement, and Israel would then pull its troops back from PLO-controlled areas throughout Yesha (Judea, Samaria, and Gaza). By 2003 an interim PLO State would be established with provisional borders, followed by final status talks culminating in a permanent agreement by the middle of 2005.
Following the meeting The Quartet met with Israel’s Foreign Minister Shimon Peres to disclose their agreement. The leaders also discussed the Wazzani-Hatzbani river crisis brewing in southern Lebanon.
