Efforts to solve the river crisis brewing in southern Lebanon continue, and a special American mediator is expected to arrive in the region on Tuesday. The Lebanese have been working furiously on a project to divert up to a third of the Hatzbani River waters for their own use - water that normally flows into Israel.
Israel has given word that it will not accept this provocation, which is assumed to be at least partially Hizbullah-organized. Lebanese authorities, for their part, insist that they will not be deterred. A proposal suggested by Israel would have the Lebanese build a water plant on the east-west Litani River.
