A special committee established by Defense Minister Binyamin Ben-Eliezer to investigate the deaths of 13 Palestinian “civilians” killed by IDF troops in three separate incidents found that the soldiers followed correct procedure. The committee, lead by Major General Yitzhak Harel, said that no disciplinary measures should be taken against any of the troops involved.



On September 1, soldiers killed four Arabs in the Hevron area who were breaking in to Jewish owned property at 3AM. An axe and wire cutting equipment were found on their bodies. The soldiers were acting on a warning of an impending attack. A day earlier, four Arabs were killed in the village of Tubas near Shechem when IDF helicopter gunships targeted the car of top Al-Aksa Brigade terrorist Rafat Daraghmeh. Daraghmeh had been planning an attack in the next few days. On August 28, tank fire killed four Arabs crawling in a closed military zone towards the Gush Katif community of Netzarim. Soldiers fired, fearing a potential infiltration.
