CNN reports in the name of "a senior administration official" that White House attorneys have concluded that U.S. President Bush does not need congressional approval to launch an attack. UN Secretary-General Kofi Annan joined several Arab countries and other American voices by calling on the United States not to launch an attack against Iraq. Visiting in Botswana, Annan said that negotiating with the Iraqi dictator Saddam Hussein is the preferred method of dealing with him. His remarks come on the heels of a well-publicized speech by US Vice President Richard Cheney, in which he explained why the U.S. has practically no choice but to attack Saddam Hussein.
