(Updated Tuesday 10:30 AM) A new report by the ZOA (Zionist Organization of America) shows that the Palestinian Authority has not fulfilled any of the conditions set forth by US president Bush – in his June 24 major Middle East policy speech- before the US will support the creation of a Palestinian State. The major findings of the report titled, “Two Months Since the Bush Middle East Speech,” show that the PA has not cracked down on terror, ended incitement, or carried out meaningful reforms within its ruling bodies.



The report notes that despite the PA’s failure to meet the Bush plan conditions, the Bush administration has repeatedly called for the establishment of a Palestinian state in the near future. In reaction ZOA President Morton Klein says that "Recent statements by President Bush and the State Department create the unfortunate impression that instead of their priority being to genuinely and definitively transform the attitudes and actions of the Palestinian Arabs toward Israel, the administration's priority seems to be to establish a Palestinian Arab state in the shortest time possible, regardless of whether or not the Palestinian Arabs have really changed."
