Dr. Ya\'ir Hirschfeld, known together with Ron Pundak as one of the architects of the Oslo Agreements, said yesterday that the agreement was based on the anticipation and hope that the interim agreement would lead smoothly to a permanent-status agreement, \"but this did not happen.\"
