The United Nations released its report on the Jenin battles of this past April, finding that Israel did not commit a massacre of civilians - as PA officials and many world-wide media had alleged - but that the IDF did not "respect the neutrality of medical and humanitarian workers."



The report states that as a result of Israel's anti-terror Operation Defensive Shield, "over 2,800 refugee housing units were damaged and 878 homes were destroyed, leaving more than 17,000 people homeless or in need of shelter rehabilitation." The report also cites cases where Israeli forces attacked ambulances or otherwise failed to allow health workers into the city. Israel maintains that Arabs hampered their efforts to evacuate the injured in an effort to garner world sympathy. The IDF also says that the PA has often used its ambulances for bellicose purposes.



The findings show that Arab gunmen deliberately placed themselves within civilian areas in an attempt to draw fire, knowing full well that the IDF does its best to avoid injuring non-combatants. Almost two dozen Israeli soldiers died during the operation, many in the course of dangerous house-to-house searches for terrorists.
