The Knesset passed a law yesterday preventing family members of Arab terrorists from receiving National Insurance Institute (NII) payments. Until now, the dependents of Arabs who were killed while perpetrating acts of terror were entitled to receive monthly stipends from the State of Israel, if they held Israeli citizenship. The law, proposed by MK Tzvi Hendel (National Union Party), was introduced following the September 9, 2001 suicide bombing by Israeli Arab Muhammad Shakher Hebeishi. Hebeishi detonated his explosives at the Nahariya train station, murdering three. His family currently receives a monthly NII payment. The law passed by a vote of 22-8 and was backed by Prime Minister Ariel Sharon and other government ministers.
