The \"personnel changes\" that Arafat claims to have made in the PA Security Services have still not been finalized. Jibril Rajoub, head of the PA Preventative Security Force in Judea and Samaria, says he was informed of Arafat\'s decision to fire him, but sees no need to resign until he receives a written order directly from Arafat. Continuing Rajoub\'s tough stand, his confidantes said that they would \"under no circumstances\" accept the appointment of Deputy Chief Zohair Monasra to succeed Rajoub. Monasra, for his part, a veteran Fatah crony of Arafat, says he has already been officially appointed.



Arafat is not sure how hard to push Rajoub; PA official Yasser Abed Rabbo said today that the situation will be \"clarified\" in two days when Arafat delivers an official announcement on his reforms.



How are the PA reforms coming? IDF Chief of Staff Lt.-Gen. Sha\'ul Mofaz thinks there\'s much room for improvement, to say the least. Appearing on a morning television show yesterday, the outgoing Chief of Staff said that the Palestinian Authority is doing nothing to stop terror, and is using most of the funds it collects from around the world for terror activity. Mofaz again accused PA leaders of lining their own pockets with the money, and the Palestinian Authority in general of not taking into consideration the basic needs of the Palestinian civilians.
