Arabs fired at soldiers and civilians near Kfar Darom this afternoon; no one was hurt, soldiers did not return fire, but some damage was caused... Two mortar shells were launched towards a Jewish community in Gush Katif over the night; no one was hurt, and no damage was caused... Terrorists also fired at Kfar Darom, and again no one was hurt... A Border Guard police force arrested two wanted terrorists in Tul Karem last night, IDF troops arrested a fugitive in Hevron, and others were arrested in Bartaa, Tubas, and Kalkilye.

Despite a partial easing of the closures on several PA-controlled cities, Tul Karem is an exception. The weeklong closure continues in full force, as IDF forces attempt to prevent terrorists from leaving the city to commit major attacks against Israelis. Residents were allowed out to buy food for several hours this morning, however. O.C. Central Command Maj.-Gen. Yitzchak Eitan says that the sharp drop in terrorism in the past two weeks is due to the IDF\'s presence in the cities of Yesha. One of the commanders in the Ramallah region explained yesterday, \"When someone is busy hiding, he has less time to attack... When we were busy defending the roads and entrances to the cities, it was easier for them to attack us. But now that we\'re in their homes and their wadis, they\'re busy hiding.\"
