The "Regulation Law 2", also known as the "Fabric of Life Law," was approved at noon on Sunday by the Ministerial Committee on Legislation, despite the opposition of the Attorney General's representative, Deputy Attorney General Raz Nizri.

The bill, which anchors the special status of communities in Judea and Samaria on state land, includes three main components:

*Setting a time frame for the normalization of Judea and Samaria communities - the government will be required to complete the process of approving these communities within two years of the enactment of the law.

*During the interim period, the communities will be able to receive the municipal services to which every citizen is entitled - permanent connection to electricity and water, garbage disposal, maintenance of kindergartens and more. (Today, the State Comptroller prohibits local authorities, government ministries and government companies from providing municipal services to the thousands of families).

*The freezing of the existing demolition processes - until the completion of the normalization proceedings, all enforcement procedures and administrative orders will be frozen, and no actions of the Civil Administration enforcement unit will be carried out without direct instruction by the Minister of Defense / Prime Minister with the approval of the Cabinet.

The law came up for discussion after the government decided in May last year to set up a team in the Prime Minister's Office to normalize communities built on state land. These are communities established decades ago with the support and blessing of the government, and some 6,000 families live in them. Nevertheless, the normalization process has progressed slowly and ineffectively.

Justice Minister Ayelet Shaked, who heads the committee, said following the approval, "The Ministerial Committee on Legislation has done the right thing today and made an unequivocal statement that will normalize young settlements in Judea and Samaria."

"In the past three years, we have changed the discourse from one of ‘evacuation’ to one of ‘normalization.’ There is no reason for the residents of Judea and Samaria to live under the constant sword of evacuation. The terrorists will know that we are here to stay. Attacks won’t deter us.”
