Israeli spokesmen such as Defense Minister Binyamin Ben-Eliezer and Cabinet Secretary Gideon Saar reacted with skepticism today to Arafat\'s recent announcements that he plans reforms in the Palestinian Authority. \"What kind of reforms can he make when his entire method of ruling is corrupt, concentrated, and lawless?\" Sa\'ar asked, while Ben-Eliezer called them a \"trick.\"



PA officials announced over the weekend that they were establishing an international elections commission, but Arafat made it clear on Friday that elections would not be held until \"the Israeli conquest\" ends. Both Hamas and Islamic Jihad say that in any event, they will continue their terrorism against Israel until the end of the \"conquest from all of Palestine.\"
