\"We face a campaign of terrorism, waged by one man: Yasser Arafat. The same Arafat who Israeli Prime Ministers, warmly and maybe naively, shook his hand. To my sorrow, also a Prime Minister of our own party [Netanyahu]. *I* did not shake Arafat\'s hand! They gave him the keys to establish terrorist bases in the heart of our land.



\"[As opposed to the Barak government], Arafat now understands that the People of Israel will not cave in to anyone. This is a government that stood up to international pressure and rebuffed the desire to place Israel on trial before the nations [regarding Jenin]. I insisted, and I repelled this... There can be no peace with a man of terrorism. There are no shortcuts. My friends, there are those who give advice, and there are those who do things. Terrorism will not be defeated by books and lectures [another jab at Netanyahu], but rather with fortitude, the ability to decide, and responsibility. We will not defeat terrorism with speeches and mottoes, of which we have heard many. Now is the time for action! Operation Defensive Shield is an example.



\"It is possible to reach peace, but first two basic conditions must take effect. First, a total end to terrorism. Second, there must be reforms in the PA structure with total transparency and governmental responsibility. It must be a different PA. After these two conditions are met, then we can reach a long-term agreement in which the relations between ourselves and the Palestinians will be determined. Only after we see how they build their administration, after we become convinced that they truly seek peace, only then will we be able to sign a permanent peace agreement.



\"I proposed a regional conference - by the way, there was a conference of this type once before, in Madrid, headed by our Prime Minister Yitzchak Shamir, and with him was our Deputy Foreign Minister [Netanyahu], it\'s nothing new.



\"The one on whose shoulders the responsibility lies - is me. The one who is standing up to this campaign - is me. The one who knows the situation - is me. Therefore I would like to suggest this proposal, and I feel that it must be accepted: \'We strengthen the hands of our government in their war against terrorism and the campaign to reach true peace, and no vote shall be taken that will make the diplomatic struggle difficult.\' Any other decision is dangerous for Israel and will intensify the pressures upon us. The issue of a PA state is not relevant at present. We are dealing with the war on terrorism. This is not the time for other matters.\"
