An IDF Intelligence report gives both passing and failing grades to the just-concluded Operation Defensive Shield. The report, which was submitted to the government ministers today, states that leading Hamas terrorist leaders in Shechem, Ramallah, and Tul Karem were not caught, and that they are already working to rejuvenate the destroyed terrorist infrastructures. IDF Intelligence says that the Hamas terrorists who carried out the Pesach Seder massacre (28 dead), together with the Fatah murderers who organized the suicide attack in Hadera (6 killed) this past January, have already returned to Tul Karem to plan further attacks.
The report also notes the following achievements:
An extensive blow to the terrorist infrastructure in Jenin; the capture or killing of wanted Hamas murderers, affecting the ability of Jenin and Ramallah cells to re-organize; and a telling blow at the Hamas Kassam-rocket production enterprise, including the liquidation of central Kassam research centers. Most of the damage done to PA terrorism lies in the neutralization of many of the middle-level operatives, which will greatly impede the organizations\' ability to renew their terrorist activities.
Israel confiscated roughly 4,000 illegal rifles during the course of the anti-terrorism offensive, but these comprise only about 10% of the total number of weapons used by PA members.
