Another Yesha community has made the decision to restrict the entry of Arabs into its borders. Yehuda Diner of the Binyamin \'yishuv\' of Ofrah explains that the new decision allows Israeli-Arabs to enter the town, but not Arabs who live in the autonomous areas or eastern Jerusalem. In exceptional cases, the latter may also enter, escorted by a guard. \"We used to have 40-50 Arabs working here each day,\" Diner explained. \"Construction is of course the problem. We have found some solutions in the meantime, either with Jewish labor or foreign workers such as Bulgarians and Turks… We had been deliberating it for a while, but the final straw was the terrorist who tried to blow himself up in Efrat one month ago; he had worked there for 14 years, so we saw that security checks cannot be relied upon, and instead we will forego their services.\" Efrat, a local town council in Gush Etzion, made a similar decision after the above \"miracle\" that befell them.
