One of them is known to have relocated to Cairo. Many Gazans are on the PA payroll as teachers, clerks, and armed personnel, and the PA is having trouble paying their wages. Arafat is said to want to attend the Arab League conference to raise funds for this purpose. The Islamic Bank recently informed Arafat that Arab monetary aid to the PA had run out.
