The Palestinians not only rejected the above decision regarding Arafat and Ramallah, they also upped the ante by saying that they would hold no further security discussions with Israel until Arafat is allowed out of Ramallah. They also announced that they would not transfer the murderers to Israel or to any third-party country. Israeli and PA security leaders had been scheduled to meet this afternoon. On Thursday, Defense Minister Binyamin Ben-Eliezer and GSS head Avi Dichter met with the PA\'s Muhammad Rashid and Muhammad Dahlan, where it was apparently decided that Israel would refrain from bombings and liquidations in exchange for a PA commitment to reduce the number of terrorist attacks. Israel Radio\'s Avi Yisakharov reported this morning that he checked with several officials in Yasser Arafat\'s Fatah, who all told him that they did not receive any cease-fire order. Defense Minister Ben-Eliezer, on the other hand, has ordered the IDF to \"act with restraint and control\" over the coming days.
