IDF officials believe that Palestinians fired, for the second time, a Kassam-2 rocket at Israeli territory. The rocket was apparently fired this afternoon from the Balata neighborhood of Shechem, but did not reach its target and instead landed in territory under PLO control. Defense Minister Binyamin Ben-Eliezer warned yesterday, after Arabs fired Kassam-2 rockets at Jewish communities in the Negev, that Israel would react strongly to PA use of the Kassam, and today said that the IDF would not hesitate to enter PA areas in response to such attacks. However, he also implied that Israel would respond only if the rocket hit populated centers.

The Yesha Council called upon Sharon to respond to the attempted attack, \"and not to wait until innocent Jewish blood is spilled. Further delay erodes Israel\'s power of deterrence.\"

In other areas, Arab guns were relatively quiet today and last night, firing only at Israeli soldiers northeast of Shechem this afternoon and in Gaza last night; no one was hurt.

IDF soldier Hila Lustig remains in critical condition as a result of injuries she sustained in Sunday\'s Arab shooting attack in Be’er Sheva. Following orthopedic surgery, Hila was admitted to an intensive care unit. Two other victims of the attack remain hospitalized with less severe injuries. Two women were killed in the terrorist attack. Moran Amit, who was murdered in an Arab stabbing in Jerusalem on Friday, was buried this afternoon in Kibbutz Kfar HaNasi.

IDF forces arrested some 15 terrorist suspects in several actions since last night. A Tanzim terrorist was apprehended in the Hevron Hills south of Jerusalem; in the same operation, soldiers killed a PLO officer after he opened fire on them. Not far away, an Islamic Jihad gang member was arrested, and ten Arabs were detained, some for criminal activity, at the A-Ram junction in northern Jerusalem last night. Arrests were also made in the Shomron areas of Kalkilyeh, at the Tapuach Junction, and in Dir Sharaf, east of Herzliya.
