The PA, for its part, kept up a steady pace of offensive activity last night and today. These included two mortar shells last night against an IDF base near N\'vei Dekalim - one of which caused heavy damage to an army headquarters building - as well as fire against outposts near Ganei Tal and Rafiach and against a motorist today. In the Shomron, Arabs shot at IDF outposts at Mt. Eval and Tel A-Ras, the community of Har Brachah, a military vehicle near Shaked and the Sa-Nur base. In and around Ramallah last night, an army car, outpost, and forces within the city were attacked. The community of Kiryat Sefer was also hit. No one was hurt in these incidents, and the soldiers returned fire in some of them.



The Islamic Jihad threatens to carry out \"grave\" terrorism against Israel if Yasser Arafat is not permitted to leave Ramallah. He has been holed up there against his will since early December, following the terrorism wave that included the Haifa bus attack (15 dead) and the downtown Jerusalem bombing (11). Similarly, the DFLP terrorist organization has called on all PA groups to perpetrate suicide attacks against Israeli military positions in Judea, Samaria, and Gaza. The DFLP has not backed such attacks in the past.
