Defense Minister Binyamin Ben-Eliezer announced this afternoon that the countdown of 7 days of quiet -- required by the Tenet-Mitchell plans before commencing diplomatic negotiations with the PLO -- has nowhere near begun. Ben Eliezer said: \"In the last three days, there were at least three major attacks that were thwarted due to the operations of Israeli security forces. Therefore, the 7 days of quiet have not begun. We still expect the Palestinian Authority to combat terrorism.\" Before negotiations are to begin, the Tenet-Mitchell outline calls for seven days of complete quiet, a six-week cooling off period and three months of confidence-building measures.
