The Zionist Congress convenes once every five years in Israel to set the policies of the World Zionist Organization, an institution that works to 1) preserve and enrich Jewish live around the world, 2) strengthen and support Jewish and Zionist education, 3) promote aliyah, and 4) rescue Jews from distressed countries.
In the last election the Reform and Conservative Zionist organizations received over 75% of the vote from the United States. As a result their budgets in Israel doubled at the expenses of funding that was traditionally channeled to religious Zionist institutions in Israel and the Diaspora, including Hesder Yeshivas, the Torah MiTzion Diaspora Zionist Kollelim, Bnei Akiva, NCSY, Yeshiva University\'s Joint Program, and Orthodox schools and educational programs worldwide.
