IDF Radio reported this morning that the Israel police investigation of illegal contributions to Ehud Barak\'s 1999 election campaign are stymied by the refusal of Swiss authorities to provide access to information on illegal payments to the campaign that were made via Swiss foundations. Sources close to the investigation say that the bulk of the illegal funding went through Switzerland. Atty. Yitzhak Herzog, who later became Barak\'s Cabinet Secretary, coordinated the payments. Herzog refuses to provide information to the police, and the Swiss explain that they are only obligated to aid criminal investigations relating to activities that are also illegal in Switzerland. Switzerland does not have such a campaign financing law.
